Summary:

The purpose of BMEL is to ensure that development programs funded by USAID/Bangladesh achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services, evaluation of technical services, and learning and adaptive management services.

ME&A is recruiting a Team Leader for the Assessment of District Development in Host and Impacted Communities Impacted by the Rohingya Crisis. The objective of this assessment is to determine the present conditions in Cox's Bazaar and Bandarban districts in relations to social cohesion between the Rohingya and host communities, map the key actors operating in the two districts, determine the level of donor investments in economic activities, agriculture, livestock, WASH, disaster management and, in turn, identify new investment opportunities and collaborative synergies between donors in order to inform current and future interventions in the host and impacted communities in Cox's Bazar and Bandarban. Analysis from the assessment will be incorporated into activity designs, facilitate cross-learning among technical offices, and will be used to adapt current project implementation. This assessment will also help the Mission identify synergies and leverage resources to achieve optimal impact through layering, sequencing or integrating activities.


The period of performance for this assessment will be from January until May, 2022.

Responsibilities:

The Team Leader will:

Direct the team, finalize the assessment design, methodology and tools, coordinate activities, meetings, conduct FGDs and KIIs where possible, consolidate individual input from team members, coordinate the process of assembling the key findings, and develop appropriate recommendations. S/he also will lead in the preparation and presentation of key assessment findings and recommendations to USAID/Bangladesh.

Qualifications:

The Team Leader (International)

  • D. preferred, Master's degree in addition to relevant experience will be considered.
  • Experience in conducting evaluations or surveys on refugee issues, particularly with Rohingya and host communities.
  • Knowledge of the social, political, and economic factors affecting the economy, disaster risk reduction and social cohesion in Bangladesh particularly in host and impacted communities in Cox's Bazar and Bandarban districts
  • Leading assessments, evaluations, or surveys with relevant expertise in disaster management and/or agriculture and food security and/or refugee and migration
  • At least 10 (ten) years of experience in conducting and managing complex assessments is required.
  • Ability to produce high-quality reports in English is essential.
  • Travel to Bangladesh may be required.
