Summary:

ME&A is seeking a part time Cost and Pricing expertise to support various solicitations. Based on availability, this position may be short-term and proposal-specific or a longer-term assignment across bids.


Responsibilities:

The Cost and Pricing Consultant is responsible for preparing the budget and budget narrative and for supporting cost proposals in line with donor requirements. This position reports to the Chief Development Officer.

Specific tasks include, but are not limited to, the following:

  • Work closely with the proposal manager and technical team to price out project budgets and develop cost proposals, in response to RFAs and RFPs, for USAID and other donor funded proposals.
  • Based on RFA and RFP analysis, calculate and advise on potential risk and return on new business proposals for the proposal team and senior management.

Perform quality assurance checks on excel budgets ensuring all formulas and indirect costs are applied appropriately per company policy and in the correct templates as specified by ME&A.

  • Develop the pricing cost narrative for each cost proposal in accordance with solicitation requirements
  • Review complex subcontract budgets and prepare feedback as needed
  • Advise team leads and proposal team members on the impact of RFA and RFP requirements on costs and the cost proposal.
  • Ensure that proposal pricing requirements in RFAs and RFPs are met.
  • Apply pricing concepts, tools, and techniques using Excel to develop timely and appropriate cost/price worksheets to support proposal responses
  • Work as a member of the proposal team advising members of all issues regarding costs.
  • Provide additional information and or revisions of submitted information during the Best and Final Offer stage of a proposal and pre-and post award as needed.

Knowledge Skills and Experience

  • Demonstrated ability to apply and interpret USAID rules and regulations, including the AIRDAR.
  • Strong knowledge of the Federal Acquisition Regulations and Cost Accounting Standards is required.
  • Strong knowledge of various contract types including firm fixed price (FFP), cost plus fixed fee (CPFF), time & material, grants, cooperative agreements is required.
  • Strong understanding of calculating ceiling daily rates for labor categories under federal contracts (e.g. GSA Mobis solicitations).
  • Excellent skills in analyzing government solicitations for compliance, and have expertise in dealing with non-routine and complex funding opportunities.
  • High level of Excel proficiency is required.
  • Strong writing skills and computer proficiency in MS Excel and MS Word, and a track record of being a team player with flexibility to adapt to changing work requirements are essential.
  • Excellent communication, analytical, and problem solving skills
  • Ability to work well with multiple deadlines and under pressure

Requirements:

  • Bachelor's degree in Accounting, Finance, or Business Administration, International Development or similar or equivalent experience
  • Minimum five years related experience working on budgeting, project management, contracts, or finance
  • Minimum two years' experience developing cost proposals for a USAID prime implementer required; four years preferred..
  • Experience preparing cost proposals including the SF-33,budget narrative, cost reasonableness justification, and supporting documentation
  • Experience developing cost proposals for bids over 10M required
  • Experience developing budgets in consultation with the technical team; pricing out a staffing plan, subcontracts, and technical activities.
