Summary:

The U.S. Agency for International Development (USAID) Global Health Evaluation and Learning Support Activity (GH EvaLS) is a five-year USAID Bureau for Global Health Indefinite Delivery Indefinite Quantity (IDIQ) contract with a $39 million ceiling. GH EvaLS provides evaluation, assessment, and learning support for health-related projects and activities at USAID/Washington and USAID Missions. Projects within the USAID Bureau for Global Health's portfolio support the U.S. Government's goals to improve global health through preventing child and maternal deaths; controlling the HIV/AIDS epidemic; and combating infectious diseases, such as COVID-19.

GH EvaLS provides assessments, performance and impact evaluations, and learning and adaptive management services that are transparent, based on the best methods, and oriented towards reinforcing local ownership. This includes four types of evaluations of President's Emergency Plan For AIDS Relief (PEPFAR) programs: process, outcome, economic, and impact. PEPFAR is a U.S. governmental initiative to address the global HIV/AIDS epidemic.

GH EvaLS is seeking an Evaluation Specialist for a mid-term evaluation of the USAID/Advancing Nutrition Activity. USAID Advancing Nutrition is a 5-year contract with investments from GH, RFS, BHA, the Center for Children in Adversity and ten missions. Its purpose is to strengthen the enabling environment for and support country-led scale up of effective, integrated, sustainable nutrition-specific and nutrition-sensitive policies, programs/interventions, and systems in order to improve nutritional status and health.

With two years remaining on the USAID Advancing Nutrition contract, the purpose of this evaluation is two-fold:

· To provide recommendations for improving performance for the remaining life of the project

· To provide recommendations on the future direction and design of centrally- managed nutrition projects

The Evaluation Specialist will be responsible for providing support to the team throughout the evaluation including, but not limited to, during the inception report, tool development, data collection and analysis, and report writing. The Evaluation Specialist should have a background in nutrition and have specific experience assessing nutrition data in health systems, integrated health programming, and/or nutrition sensitive agriculture.

Responsibilities:

The Evaluation Specialist serves as a member of the assignment team, providing quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management, and data analysis. S/He will oversee the training of all engaged in data collection, ensuring highest level of reliability and validity of data being collected. S/He is the lead analyst, responsible for all data analysis, and will coordinate the analysis of all data, assuring all quantitative and qualitative data analyses are done to meet the needs for this evaluation. S/He will participate in all aspects of the assignment, from planning, data collection, and data analysis to report writing.

Qualifications:

  • At least 10 years of experience in USAID M&E procedures and implementation
  • At least 5 years managing M&E, including evaluations and/or assessments
  • Experience assessing nutrition data in health systems
  • Experience with integrated health programming/nutrition-sensitive agriculture
  • Experience in design and implementation of evaluations and/or assessments
  • Strong knowledge, skills, and experience in qualitative and quantitative analytic tools
  • Experience implementing and coordinating others to implement surveys, key informant interviews, focus groups, observations, and other evaluation and assessment methods that assure reliability and validity of the data.
  • Experience in data management
  • Experience and ability to analyze qualitative data, and triangulate with other existing sources, such as project documents and secondary data
  • Able to analyze quantitative data, as necessary
  • Demonstrated experience using qualitative evaluation methodologies, and triangulating with quantitative data
  • Able to review, interpret, and reanalyze, as needed, existing data pertinent to the evaluation
  • Strong data interpretation and presentation skills
  • Proficient in written and spoken English
  • Good writing skills, including experience writing evaluation and/or assessment reports
  • Familiarity with USAID nutrition programs/projects is preferable
  • Familiarity with USAID M&E policies and practices including
  • Evaluation policies
  • Results frameworks
  • Performance monitoring plans

Fluency in English required.
