The U.S. Agency for International Development (USAID) Global Health Evaluation and Learning Support Activity (GH EvaLS) is a five-year USAID Bureau for Global Health Indefinite Delivery Indefinite Quantity (IDIQ) contract with a $39 million ceiling. GH EvaLS provides evaluation, assessment, and learning support for health-related projects and activities at USAID/Washington and USAID Missions. Projects within the USAID Bureau for Global Health's portfolio support the U.S. Government's goals to improve global health through preventing child and maternal deaths; controlling the HIV/AIDS epidemic; and combating infectious diseases, such as COVID-19.

GH EvaLS provides assessments, performance and impact evaluations, and learning and adaptive management services that are transparent, based on the best methods, and oriented towards reinforcing local ownership. This includes four types of evaluations of President's Emergency Plan For AIDS Relief (PEPFAR) programs: process, outcome, economic, and impact. PEPFAR is a U.S. governmental initiative to address the global HIV/AIDS epidemic.

GH EvaLS is seeking a Strategic Planning Specialist for an Assessment of the GH Country Team System. the Country Team (CT) system serves as a central platform through which countries receiving GH funding can access integrated technical, strategic and management support. This centralized platform enables field Missions to communicate with a designated team that is knowledgeable about the country's context and USAID's health program to obtain the most appropriate technical assistance and resources. Office of Country Support (OCS) serves as the steward of the CT system, providing leadership and management functions.

The Strategic Planning Specialist will be responsible for providing technical expertise regarding the CT system's organizational structures. S/he will provide needed technical knowledge in order to assess and provide recommendations to improve the system based on the latest trends for strategic planning and knowledge management. The Strategic Planning Specialist should have previous experience assessing USAID systems/programs and knowledge of/experience with the USAID CT system.


The Strategic Planning Specialist will work closely with the Organization Management Specialist to: 1) conduct document reviews; 2) assist with finalizing key questions for the assessment; 3) conduct stakeholder consultation; 4) review, analyze and synthesize key findings; 5) draft sections of the report; and 6) assist with any other tasks needed to successfully complete the assessment. The strategic planning specialist will play a key role in providing inputs to the assessment process.


· Minimum of 10 years experience with USAID project design, implementation, and/or monitoring and evaluation

· MA in public health, evaluation, or related field

· Familiarity with the USAID CT System

· Experience in operations and management (both at Washington and field levels) of USAID project and/or programs

· Experience providing technical support on evaluations and assessments

· Excellent organizational skills and ability to keep to a timeline

· Excellent skills in planning, facilitation, and consensus building

· Excellent interpersonal skills, including experience successfully interacting with USAID at USAID/Washington and Missions, host government officials, and various stakeholders

· Excellent skills in project management

· Familiarity with USAID policies and practices preferred including:

· Evaluation policy

· Results frameworks
