The U.S. Agency for International Development (USAID) Global Health Evaluation and Learning Support Activity (GH EvaLS) is a five-year USAID Bureau for Global Health Indefinite Delivery Indefinite Quantity (IDIQ) contract with a $39 million ceiling. GH EvaLS provides evaluation, assessment, and learning support for health-related projects and activities at USAID/Washington and USAID Missions. Projects within the USAID Bureau for Global Health's portfolio support the U.S. Government's goals to improve global health through preventing child and maternal deaths; controlling the HIV/AIDS epidemic; and combating infectious diseases, such as COVID-19.

GH EvaLS provides assessments, performance and impact evaluations, and learning and adaptive management services that are transparent, based on the best methods, and oriented towards reinforcing local ownership. This includes four types of evaluations of President's Emergency Plan For AIDS Relief (PEPFAR) programs: process, outcome, economic, and impact. PEPFAR is a U.S. governmental initiative to address the global HIV/AIDS epidemic.

GH EvaLS is seeking an Evaluation Specialist for a Performance Evaluation of USAID Resilience and Crisis Response Programming in the Context of COVID-19. This evaluation does not pertain to a single project/activity. The focus will be USAID's COVID-19 response and recovery activities as it relates to institutional resilience and government crisis response systems.

This evaluation will assess both the conceptual framework for resilience as well as the COVID-19 response and recovery framework.

The Evaluation Specialist will be responsible for providing support to the team throughout the evaluation including, but not limited to, during the inception report, tool development, data collection and analysis, and report writing. The Evaluation Specialist should have experience using mixed methods evaluations and analyzing secondary data. In addition, the Evaluation Specialist should have experience with Contribution Analysis, Outcome Harvesting, and Systems Mapping.


The Evaluation Specialist serves as a member of the evaluation team, providing quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management, and data analysis. S/He will oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of data being collected. S/He is the lead analyst, responsible for all data analysis, and will coordinate the analysis of all data, assuring all quantitative and qualitative data analyses are done to meet the needs for this evaluation. S/He will participate in all aspects of the evaluation, from planning, data collection, and data analysis to report writing.


· At least 10 years of experience in USAID M&E procedures and implementation

· At least 5 years managing M&E, including evaluations and/or assessments

· Demonstrated experience with:

· Contribution Analysis

· Outcome Harvesting

· Systems Mapping

· Experience in design and implementation of evaluations and/or assessments

· Strong knowledge, skills, and experience in qualitative and quantitative analytic tools

· Experience implementing and coordinating others to implement surveys, key informant interviews, focus groups, observations, and other evaluation and assessment methods that assure reliability and validity of the data.

· Experience in data management

· Able to analyze and visualize quantitative data, which will be primarily descriptive statistics and cross-tabulations

· Able to analyze qualitative data

· Experience using analytic software

· Demonstrated experience using qualitative evaluation methodologies, and triangulating with quantitative data

· Experience conducting secondary analysis of existing quantitative datasets

· Able to review, interpret, and reanalyze, as needed, existing data pertinent to the evaluation

· Strong data interpretation and presentation skills

· Proficient in written and spoken English

· Good writing skills, including experience writing evaluation and/or assessment reports

· Familiarity with USAID resilience and COVID-19 programs/projects a plus

· Familiarity with USAID M&E policies and practices including:

· Evaluation policies

· Performance monitoring plans

· Results frameworks
