Summary:

The U.S. Agency for International Development (USAID) Global Health Evaluation and Learning Support Activity (GH EvaLS) is a five-year USAID Bureau for Global Health Indefinite Delivery Indefinite Quantity (IDIQ) contract with a $39 million ceiling. GH EvaLS provides evaluation, assessment, and learning support for health-related projects and activities at USAID/Washington and USAID Missions. Projects within the USAID Bureau for Global Health's portfolio support the U.S. Government's goals to improve global health through preventing child and maternal deaths; controlling the HIV/AIDS epidemic; and combating infectious diseases, such as COVID-19.

GH EvaLS provides assessments, performance and impact evaluations, and learning and adaptive management services that are transparent, based on the best methods, and oriented towards reinforcing local ownership. This includes four types of evaluations of President's Emergency Plan For AIDS Relief (PEPFAR) programs: process, outcome, economic, and impact. PEPFAR is a U.S. governmental initiative to address the global HIV/AIDS epidemic.

GH EvaLS is seeking a Resilience Specialist for the Performance Evaluation of USAID Resilience and Crisis Response Programming in the Context of COVID-19. This evaluation does not pertain to a single project/activity. The focus will be USAID's COVID-19 response and recovery activities as it relates to institutional resilience and government crisis response systems.

This evaluation will assess both the conceptual framework for resilience as well as the COVID-19 response and recovery framework.

The Resilience Specialist will be responsible for providing expert technical advice regarding best practices and current trends in resiliency. S/he should have previous experience evaluating USAID resiliency systems and USAID evaluations.

Responsibilities:

The Resiliency Specialist will serve as a member of the Team, providing expertise in USAID resilience program design and implementation. S/He will participate in planning and briefing meetings, development of data collection instruments, data collection, data analysis, development of presentations, and writing of the final report.

Qualifications:

· At least 8 years' experience with resilience projects; USAID project implementation experience preferred

· COVID-19 response and recovery activity experience preferred

· Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders

· Proficient in English

· Good writing skills, including experience writing evaluation and/or assessment reports

· Experience in conducting USAID evaluations of resilience or health programs/activities
