Summary:

The U.S. Agency for International Development (USAID) Global Health Evaluation and Learning Support Activity (GH EvaLS) is a five-year USAID Bureau for Global Health Indefinite Delivery Indefinite Quantity (IDIQ) contract with a $39 million ceiling. GH EvaLS provides evaluation, assessment, and learning support for health-related projects and activities at USAID/Washington and USAID Missions. Projects within the USAID Bureau for Global Health's portfolio support the U.S. Government's goals to improve global health through preventing child and maternal deaths; controlling the HIV/AIDS epidemic; and combating infectious diseases, such as COVID-19.

GH EvaLS provides assessments, performance and impact evaluations, and learning and adaptive management services that are transparent, based on the best methods, and oriented towards reinforcing local ownership. This includes four types of evaluations of President's Emergency Plan For AIDS Relief (PEPFAR) programs: process, outcome, economic, and impact. PEPFAR is a U.S. governmental initiative to address the global HIV/AIDS epidemic.

GH EvaLS is seeking a Team Lead for the Performance Evaluation of USAID Resilience and Crisis Response Programming in the Context of COVID-19. This evaluation does not pertain to a single project/activity. The focus will be USAID's COVID-19 response and recovery activities as it relates to institutional resilience and government crisis response systems.

This evaluation will assess both the conceptual framework for resilience as well as the COVID-19 response and recovery framework.

The Team Lead will be responsible for guiding the team through every step of the evaluation and will be responsible for the successful completion and submission of deliverables. The Team Lead should have previous experience evaluating USAID resiliency systems.

Responsibilities:

The Team Lead will serve as the team lead for the evaluation. Key roles and responsibilities include: 1) review documents; 2) ensure key questions for the evaluation are finalized with USAID's inputs; 3) plan and complete stakeholders consultations working with USAID; 4) conduct analysis and draft reports; and 5) prepare slides and present the summary of the key findings and recommendations. The Team Lead will establish a regular check-in with USAID to seek input and make necessary changes as needed.

Qualifications:

· Minimum of 10 years of experience in international development and evaluation, including experience in the implementation of resilience programming, health programming, and crisis response systems in developing countries

· Demonstrated experience with:

· Contribution Analysis

· Outcome Harvesting

· Systems Mapping

· Demonstrated experience working with USAID resiliency programs

· Familiarity with USAID COVID-19 programming a plus

· Demonstrated experience leading project/program evaluation/assessment activities, utilizing both quantitative and qualitative methods

· Excellent skills in planning, facilitation, and consensus building

· Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders

· Excellent skills in project management

· Excellent organizational skills and ability to keep to a timeline

· Extensive report writing experience

· Familiarity with USAID policies and practices including:

· Evaluation policy

· Performance monitoring plans

· Results frameworks
