Position Title: Chief of Party

Position Type: Full-Time (based on contract award)

POSITION SUMMARY

ME&A seeks a Chief of Party for a USAID-funded project in Rural Competitiveness in Moldova. The purpose of the project will accelerate the sustainable economic development of the HVA, organic, wine and tourism value chains in an integrated approach centered on the principles of environmental, economic and social sustainability.

The Chief of Party (COP) is responsible for the management of all contract activities within the Core Component. The COP will need to coordinate with the USAID missions, public and private sector stakeholders, and other partners in the Moldova region. The Chief of Party (COP) is responsible for overall implementation, results, and management of the Rural Competitiveness project. S/he will be the key point of contact with USAID's mission regarding day-to-day coordination, implementation and management matters related to the contract. S/he establishes and maintains constructive relations with stakeholders, counterparts and others in the donor community throughout the project lifecycle and oversees a team of experts and support staff. The COP leads quarterly and annual reports and annual work plan preparation and oversees technical implementation.

Responsibilities:

  • The Chief of Party will provide a recommendation for a management structure which identifies Key Personnel as well as all other expected project staff, including identification of roles/responsibilities and skill sets for each and their respective level of effort.
  • The COP will be responsible for all aspects of the Core Component, including technical, administrative, management and operational.
  • As the primary point of contact with USAID, the COP will be responsible for coordinating and otherwise communicating with USAID, for timely submission of all written reports and other deliverables, and for ensuring quality control and overall responsiveness to meeting the objectives of the program.
  • S/he serves as a critical team member or leader in a project unit, mentoring individuals, and collaborating closely with other management staff for effective supervision of at least one complex project.
  • The individual will negotiate and collaborate with host government officials, other USAID activities, local organizations, private sector representatives, local community leaders, and other stakeholders;
  • Manage contracts and internal controls, monitor project progress and the achievement of results, and meet all contract deadlines including reporting requirements and therefore experience in these areas must be reflected in the candidate's work history.

Qualifications:

  • Graduate degree (MBA, MA, PhD, JD, etc.) in business, economics, law, or from an accredited institution.
  • At least 5 years of experience with technical expertise in economic, social, and environmental sustainability
  • Significant experience and knowledge of the economic growth landscape in the Moldova region, and key institutions and organizations relevant to economic growth issues in the region.
  • At least 3 years of experience in managing or implementation of economic growth projects, preferably with a donor institution.
  • Ability to manage and motivate subordinates in a local or international setting
  • Demonstrated ability to manage relationships with local partner organizations that
  • achieve the desired results.
  • Experience in working collaboratively and effectively with local national staff, USAID and other donors, host government counterparts, and other relevant stakeholders on project implementation.
  • Experience in managing a multi-component economic growth project in a transition environment.
  • Demonstrated ability to prepare the deliverables associated with this contract, including
  • Annual Work Plans, Annual Reports, Budgets, and reporting to USAID on results.
  • Fluent in English and at least one other official language of the Western Balkans.
