ME&A is looking for an Agribusiness Expert for the USAID/Agribusiness Competitiveness Activity in Tajikistan Midterm Evaluation. ACAT was designed to strengthen Tajik agribusinesses and transform agricultural production in horticulture and dairy value chains from subsistence farming to a commercial orientation. The activity is implemented in thirteen districts in southwestern Khatlon region of Tajikistan, 12 of which are included in the Feed the Future (FTF) zone of influence. The purpose of this midterm evaluation is to assess the progress of ACAT toward projected outcomes and objectives to enhance learning and provide accountability.


The Agribusiness Expert will provide technical guidance related to the technical details for evaluating an agribusiness project. S/he will be expected to lead data collection teams in the field and conduct independent data collection, as required.

  • Master's degree in a field of study related to agribusiness. In lieu of a Master's degree, demonstrated strong practical experience working in or evaluating agribusiness projects.
  • At least five years' work experience in evaluating development projects, including USAID-funded projects, with specific experience in Tajikistan or Central Asia preferred.
  • Demonstrated sound analytical and technical skills.
  • Fluent in Russian and Tajik preferred, with strong writing and organization skills in both languages. Knowledge of one or more of other major local Tajikistan languages is desired.
  • Experience in developing, monitoring, and evaluating activities in horticulture and dairy sectors from the perspective of market system approach.
  • Experience in Tajikistan or the Central Asia Republics region is desirable.
  • Strong English communication skills, both interpersonal and written.
