Summary:

ME&A is looking for an Evaluation Team Lead to manage the USAID/Agribusiness Competitiveness Activity in Tajikistan Midterm Evaluation. ACAT was designed to strengthen Tajik agribusinesses and transform agricultural production in horticulture and dairy value chains from subsistence farming to a commercial orientation. The activity is implemented in thirteen districts in southwestern Khatlon region of Tajikistan, 12 of which are included in the Feed the Future (FTF) zone of influence. The purpose of this midterm evaluation is to assess the progress of ACAT toward projected outcomes and objectives to enhance learning and provide accountability.

Responsibilities:

Team Leader will serve as chief technical advisor and will be responsible for management of the entire evaluation and technical management of the evaluation team. The Team Leader should have the following minimum qualification:

  • Extensive professional experience in designing/conducting evaluation in related areas. Such experience in Central Asia is preferred but not required.
  • Proven skills and experience to develop methodological tools and instruments for evaluation such as interview protocols or questionnaires, data processing sheets, etc., as well as to analyze the data collected and present it in a clear and cohesive manner.
  • A graduate degree in a related field of study.
  • Proven leadership in the management of similar-sized international donor-funded activities with skills in strategic planning, management, supervision and budgeting.
  • Strong English communication skills, both interpersonal and written, proficiency in Russian and Tajik is desirable

Qualifications:

  • Approximately 10 years post-graduate professional experience in designing/conducting similar evaluations.
  • Experience in Central Asia is preferred but not required.
  • Proven skills and experience designing and implementing qualitative evaluation methods (please include samples)
  • Proven skills and experience developing test and implement qualitative interview protocols (please provide samples) Proven experience writing assessment/evaluation reports and other knowledge sharing formats
  • Proven experience designing facilitating workshops.
  • A graduate degree in a related field of study.
  • Proven leadership in the management of similar-sized international donor-funded activities with skills in strategic planning, management, supervision and budgeting.
  • Fluent in English required and excellent writing skills required.
  • Proficient in Russian and/or one of the Central Asian languages desirable.
