Summary:

ME&A is recruiting a Finance Manager for USAID Kenya East Africa Health Supply Chain Third Party Monitoring Activity. The purpose of the Activity will be to conduct third party monitoring (TPM) to support and expand existing efforts by USAID/KEA to monitor the flows of all health commodities through Kenya's supply chain. The list of health commodities is as per the USAID list of tracer commodities that broadly cover malaria, family planning, maternal health, newborn and child health, HIV/AIDS, and laboratory program areas. The TPM activities will engage with county health staff to work toward transferring responsibility for monitoring and remediation activities to the counties. The Contractor shall focus on the portion of the supply chain between the central warehouse and the end user at the service delivery level. The bulk of TPM effort will address risks and remediation after the commodities arrive at the county level. The complexity of monitoring increases as county-level staff splits deliveries into smaller parcels for distribution to multiple local service delivery points. Typically, this increased complexity results in a loss of supply chain visibility and thus presents an enhanced risk of product diversion. TPM will provide visibility after the fact by sampling transactions and verifying that reported quantities balance with actual deliveries at every stage of the supply chain between the central warehouse and the end user. As irregularities are discovered, the Contractor must engage with county staff to initiate further activities and involve other partners as necessary. The Monitoring, Evaluation, and Learning Specialist position will a be full-time position based in Nairobi, Kenya for two initial years and three option years.

Responsibilities:

The Finance Manager will be responsible for all budgeting and financial management aspects of the activity.

Qualifications:

Bachelor's degree in Accounting, Commerce, Finance, or other related field; Professional accountancy qualification (CPA, ACCA); Minimum seven years' experience managing/supervising financial operations of a donor funded activities.
