Summary:

The purpose of BMEL is to ensure that development programs funded by USAID/Bangladesh achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services, evaluation of technical services, and learning and adaptive management services.


ME&A is recruiting a Team Leader for an assessment of the media sector in Bangladesh, hereafter referred as the Media Assessment. The purpose of this assessment is to provide USAID, its partners and other stakeholders with a comprehensive assessment of the media sector in Bangladesh and identify opportunities for potential USAID investments.

RESPONSIBILITIES:


The Team Leader will: provide overall leadership for the assessment team; draft the assessment work plan and data collection instruments; conduct an in-briefing with USAID; coordinate field data collection activities; perform field data collection in Dhaka and across Bangladesh (KIIs and FGDs); manage an online survey; oversee a national CATI survey of media consumers; consolidate input from team members; quality assure, code and analyze the assessment data; present preliminary findings to USAID in an out-briefing; and, write a high-quality assessment report.

QUALIFICATIONS:

The Team Leader/Assessment Specialist (International)

  • Ph.D. or equivalent degree and relevant experience in the media sector.
  • At least ten (10) years of experience conducting and managing complex assessments and evaluations is required.
  • Experience in conducting assessments of projects/programs/activities relevant to the media sector is required.
  • Designing assessments at the international level or in developing countries is required.
  • Experience working in Bangladesh and/or other South Asian countries is preferred. Ability to produce a high-quality report in English is essential.
