ME&A is looking for an expert to lead the USAID/Central Asia Competitive Trade and Markets (CTM) Project Assessment. CTM Project focuses on three objectives: 1. More diverse and competitive private sector, 2. Enhanced agricultural competitiveness and food security, 3. Harmonization of cross-border trade. The assessment will not assess Objective 2. USAID/Central Asia has refined its programming focus to prioritize regional activities in the area of countering traffic persons, countering violent extremism, trade, water, and energy. This will better position USAID to support the U.S. Strategy for Central Asia, which places an emphasis on transboundary connectivity and trade. The assessment will: 1) help the mission better understand the influence, success, and challenges of the USAID Competitive Trade and Markets project and its subsequent achievement of the RDCS stated objectives; and 2) recommend programmatic approaches in subsequent similar programing.


The Assessment Team Leader will serve as chief technical advisor and will be responsible for management of the entire evaluation and technical management of the evaluation team.


  • Approximately 10 years post-graduate professional experience in designing/conducting similar evaluations.
  • Experience in Central Asia is preferred but not required.
  • Proven skills and experience designing and implementing qualitative evaluation methods (please include samples)
  • Proven skills and experience developing test and implement qualitative interview protocols (please provide samples) Proven experience writing assessment/evaluation reports and other knowledge sharing formats
  • Proven experience designing facilitating workshops.
  • A graduate degree in a related field of study.
  • Proven leadership in the management of similar-sized international donor-funded activities with skills in strategic planning, management, supervision and budgeting.
  • Fluent in English required and excellent writing skills required.
  • Proficient in Russian and/or one of the Central Asian languages desirable.
