ME&A is seeking a Senior Geographical Information Systems Specialist to perform GIS related tasks and develop configurations, processes to prepare customer data for import to the company's system and manage a GIS system.

The GIS Specialist will develop forward-thinking yet easy-to-use GIS tools, capabilities, and training that can integrate spatial information from multiple sources, design thematic maps, georeferenced data, and disseminate the results interactively using different resources: spatial database system, geographic data collection, data visualization and result dissemination. The GIS Specialist will be in charge of the preparation of maps using Geographical Information Systems (GIS) tools, conduct geocoding, evaluate geocoded data sets and create maps at different scales using multiple approaches, provide data analysis, computer programming, and administration of databases and technical systems, assist in the processing, cleaning and assurance of the quality of the data to be used for the preparation of printed and digital maps and collaborate with the M&E Specialist to compile the necessary data for the purpose of creating reports.


  • Undertaking GIS mapping, cartography, data capture, data management and geoprocessing.
  • Georeferencing scanned maps and digitizing GIS features.
  • Extraction and formatting of AutoCAD data into GIS formats.
  • Preparing maps and figures for reports using ArcGIS and AutoCAD.
  • Working with the GIS team to deliver GIS deliverables to tight deadlines.


  • At least 6 years of proven experience in Geographic Information Systems (GIS), in geospatial analysis, as well as in the management of databases.
  • Preferred to have at least two years of experience working with USAID-funded programs.
  • Knowledge of quality standards of geospatial data, software programs and typical formats, and standards of databases.
  • Solid knowledge of statistics and data visualization.
  • Ability to analyze and interpret large databases.
  • Advanced skills in Microsoft Office, preferably Excel and Access.
  • Excellent ability to work independently and as a team member.
  • ESRI ArcGIS 10.5 or above
  • Experience of producing environmental figures/maps using GIS and CAD software
  • Experience of georeferencing and digitizing GIS data
  • Excellent written and verbal communication skills
  • Ability to work well within a team environment
  • Understanding of core principles of GIS and GI data management
  • Well-motivated and able to work to tight deadlines
  • Desire to work within an international consultancy environment applying GIS to buildings and infrastructure projects.
  • Experience in the following technologies is desirable but not essential: AutoCAD Civil 3D, ESRI ArcGIS Pro, ESRI Online and Portal and ESRI 3D Analyst, Spatial Analyst or equivalent
  • Baccalaureate university degree in Social Sciences, Natural Resources, IT, or similar careers. Advanced degree preferred. Formal training or Certificate in GIS is preferred.
  • Master's degree or its international equivalent in GIS, geography, biostatistics, public health, international development, or related field preferred.
  • Language proficiency: Spanish Level III and English Level IV.
