ME&A is recruiting a Senior Team Leader/Education Specialist for the Mid-term Performance Evaluation of the USAID/Mali Girls Leadership and Empowerment through Education (GLEE) Activity. The goal of GLEE is to increase access to education for adolescent girls by providing services that advance its three objectives: 1) decrease key barriers faced by adolescent girls to access quality education; 2) improve safety of girls in schools and their communities; and 3) increase knowledge and adoption of positive health behaviors of adolescent girls. The project is implemented in Kayes and Mopti regions of Mali. The goal of the mid-term performance evaluation is to assess progress towards achieving the project goal (increased access to quality education for adolescent girls aged 10-18, increased safety in GLEE schools; and help girls in GLEE school communities understand and adopt positive health behaviors). The findings and lessons from the evaluation will inform the need for mid-course corrections, as well as inform the implementation of the option period if exercised and the design of future projects.




  • Overall and day-to-day management of the evaluation activities and deliverables
  • Ensure quality of the evaluation design, data collection and analysis methods and tools in close coordination with the USAID/Mali and relevant partners and stakeholders.
  • Develop detailed and feasible evaluation work plan and provide overall leadership for the evaluation team.
  • Coordinate and conduct primary data collection (school and community level) an perform secondary data collection and relevant document reviews.
  • Work collaboratively with the local stakeholders and provide frequent updates to the USAID/Mali on the evaluation progress.
  • Lead ongoing analysis of quantitative and qualitative data.
  • Lead the preparation and presentation of the key findings and recommendations to USAID/Mali.
  • Write the draft evaluation report triangulated with quantitative and qualitative evidence.
  • Prepare a final report incorporating USAID/MALI and implementing partner comments on the draft report.




  • A. or Ph.D. in education, sociology, or a related discipline.
  • Minimum of 7 years of experience in qualitative research in education and especially adolescent girls education.
  • Education in crisis and conflict, with experience in Mali and/or Sub-Saharan Africa would be helpful.
  • Strong background and training in Qualitative research.
  • Experience and knowledge of data analysis and data management techniques.
  • Experience managing and coordinating complex evaluations, including evaluations of international projects; experience as evaluation team leader for at least 2 evaluations of similar scope and complexity.
  • Strong organizational, oral and written communication skills.
  • Proven ability in writing evaluation reports, delivering presentations tailored to different stakeholders, and the ability to use research findings to evaluate program implementation and operations
  • Fluency in French and English is required.
