Project Director                                                                                                                              

Location: Bethesda, MD

Summary:

A small business government contracting firm in Bethesda, MD, recently awarded a multi-million USAID/Global Health Evaluation and Learning Support Activity (EvaLS), is looking to hire a Project Director. This successful candidate serves as the lead person in providing Monitoring, Evaluation, and Learning (MEL) services to USAID's Global Health Portfolio. It will also conduct performance, process, and economic/cost benefit evaluations of projects within the USAID Global Health Portfolio. This position will also be responsible for conducting other MEL activities such as sector assessments, data quality assessments, indicator development, MEL Plan design, theory of change development, and KML/CLA services for evaluations distribution and utilization.

Responsibilities:

The Project Director will be responsible for the overall technical and managerial requirements of program performance and will be responsible for the overall management and implementation of EvaLS. In addition, s/he will be responsible for the technical supervision of all aspects of contract work, including staff and consultant recruitment and management, submission of reports, engagement with local partners, learning activities, and other contract deliverables. The Project Director must collaborate with the COR in carrying out the project activities.

S/he will supervise project implementation and ensure that the project meets required goals and reporting requirements. S/he will also have principal responsibility for representation of the project to USAID.

Specific responsibilities include but are not limited to:

  • Overall leadership, management oversight and technical direction for all project activities, which will be large, complex, multi-country health activities
  • Serve as primary liaison to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors
  • Primary liaison to Senior leadership on progress and operations of project work
  • Supervise project senior management team, oversee technical and administrative staff, and oversee subcontracting organizations
  • Responsible for the overall and direct implementation of project activities and liaises with project teams to ensure technical coordination
  • Ensure that all project assistance is technically sound and appropriate
  • Oversee project work planning, performance management, and strategic communications
  • Identify issues and risks related to project implementation in a timely manner and appropriate program adjustments
  • Responsible to achieve and report on cost share requirements of the resulting cooperative agreement

Qualifications:

It is anticipated that EvaLS will conduct over 12 evaluations/assessments every year in addition to providing other MEL services. The Project Director must therefore be able to manage and coordinate multiple concurrent activity and field teams. Demonstrated experience managing large projects with multiple concurrent teams is required. In addition, as a service provider to the Global Health Bureau, the Project Director must have a background in, or demonstrated knowledge of, USAID health activities and practices.

Specific requirements include:

  • Advanced postgraduate degree in public health, epidemiology, biostatistics, social science, or any related field. PhD candidates preferred.
  • Minimum seven years of work experience (11 preferred) in monitoring and evaluating large, multi-year international health sector development projects, with strong preference for candidates with deep understanding of Epidemiology or Public Health.
  • A minimum of 3 (5 preferred) years of experience as a manager of complex program(s) providing technical assistance in health, nutrition, or population studies in a developing country
  • Demonstrated experience working with/evaluating PEPFAR activities
  • Familiarity with health management information systems, other national M&E systems, and DHIS2
  • Excellent analytical skills coupled with proven ability in using visuals such as graphs, charts, and GIS
  • Demonstrated experience working with USAID large-scale programs, including knowledge of USAID's reporting requirements for PEPFAR
  • Proven expertise developing quantitative and qualitative methodologies, operations research, epidemiology methodology, data quality assessments, quantitative and qualitative data analysis and presentation.
  • Strong technical skills, including ability to review data using one or more statistical software packages, including at least one of the following: SPSS, STATA or SAS.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID and host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
  • Demonstrated outstanding leadership; strategic thinking; and organizational, team-building, and representational skills.
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs.
  • Demonstrated experience with PMP development and implementation
