USAID/Tanzania supports a broad education sector review to better understand past, current, and planned policies, programs, innovations, and initiatives targeted towards the improvement of quality education; youth livelihood improvement, entrepreneurship and employment; and higher education.  Active host-country dialogue in this regard is occurring between USAID/Tanzania, ministerial counterparts and donor partners, Tanzania and the Ministry of Education, Science and Technology (MoEST) on mainland and the Ministry of Education and Vocational Training (MoEVT) in Zanzibar.  MoEST and MoEVT have articulated their commitment to improving the entire education system, from pre-primary and early grade learning, including teacher training and increased internal efficacy of the education system by building human capital.  However, this commitment through policy is not matched with GOT budgetary support and this divestment, even with donor support, threatens progress that could be made if sufficient resources are not available.  More information is needed about the current state of education in Tanzania, the resources available to support Tanzania's efforts to improve education quality, workforce readiness, particularly for out-of-school youth, higher education and the current gaps in education services and support.

In order to increase USAID's understanding of the Education Sector in Tanzania, they have commissioned ME&A to conduct an assessment of the Tanzania Education Sector. ME&A is looking for a consultant to lead an assessment of the Education Sector in Tanzania. Given the current COVID-19 Outbreak, the assessment will be conducted remotely.



Data for Development proposes to conduct the assessment based on documents from the list of selected implementing partners and key informant interviews with some selected individuals.

Overall, the team lead will be responsible for finalizing all intermediate and final deliverables and responding to any feedback/edits from Data for Development and /or the USAID Mission. More specific tasks include working collaboratively to:


  • Provide leadership in conducting the structured desk review
  • While conducting the desk review, identify appropriate questions keeping in mind users and uses of the assessment for decision making;
  • Work with Data for Development and Local STTA to the structured desk review including supporting the field office staff and STTA arrange for the key informant interviews;
  • Review questions for KIIs that solicit responses that address target assessment questions and purpose;
  • Remotely guide the team through data collection through desk reviews and KIIs, coding, analysis and report writing processes using the templates agreed by the team.
  • Provide leadership on the debrief to be conducted by Data for Development.


  • The Team Leader must have significant demonstrated relevant expertise on education in the region. 
  • The Team Leader should also have a minimum of seven (7) years of experience in applied research and secondary research analysis at least 5 years of this experience in the Sub-saharan Africa region (Tanzania experience preferred) including qualitative evaluation design, methods selection, management, and implementation.
  • The Team Leader must hold an advanced a Master's degree in a relevant field (Education, Economics, International Relations, Public Policy, Social Science, etc.).  He/she should be fluent in English.
