Position: Senior Inclusive Education Specialist (TL)

The purpose of BMEL is to serve as a central platform for ensuring that development programs funded by USAID/Bangladesh achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on monitoring technical services; evaluation of technical services; and learning and adaptive management services.

ME&A is recruiting an Inclusive Education Team Lead for the situational analysis on primary school-aged children (ranging from ages 4-14) with disabilities in Bangladesh. The objective of this study is to gather comprehensive data on children with disabilities, build knowledge and evidence base around disability inclusive education.


  • The team leader will provide overall leadership for the team, and s/he will finalize the research design, write-up the final report, participate in high-level consultations at national level, consolidate individual inputs from team members and coordinate the process of assembling the findings and recommendations into a high-quality document
  • Excellent organization and team building skills. S/he must demonstrate cultural sensitivity, particularly when interacting with a range of stakeholders from high level government officials to community members. S/he will lead preparation of the key study findings and recommendations to the USAID/Bangladesh team and the major stakeholders
  • Master's degree in Education/ Social Sciences, or other related field from an internationally reputed University. A Ph.D. degree in any stream of education would be an added advantage
  • At least 15 years working experience of designing and conducting at least three studies at national level in a developing country on primary education programs, preferably in one or more Asian developing countries. Experience working in Bangladesh would be an added advantage
  • Proven in-depth knowledge and understanding of the primary education sector focusing on children with disabilities
  • Excellent oral and written skills in English
  • Excellent facilitation, presentation and consultation skills
