Consultant in Ethics

The USAID/Georgia Human and Institutional Capacity Development 2020 Activity (HICD 2020) is implemented by ME&A and its consortium members Chemonics International and Performance Design Partners. The objective of HICD 2020 is to achieve tangible improvements in the human and institutional capacity of USAID's strategic partner organizations in Georgia that play a strategic role in the Government of Georgia's (GoG) reform agenda, and whose goals are in direct alignment with the USAID's Development Objectives.

HICD 2020 requires services of an international Short-Term Technical Assistance (STTA) Consultant in Ethics related issues with an intensive practical experience in setting, implementing and monitoring ethics standards at public institutions. The STTA consultant will work with the Civil Service Bureau (CSB) management to assist them with strengthening CSB's capacity to fulfil its mandate and ensure that the ethical standards are followed by all civil servants across the government institutions in Georgia.



In consultation with the CSB senior managers the STTA consultant will be requested to:

  • Review Georgian legislative framework in relation to ethical conduct in civil service;
  • Introduce international best practices of risk assessment mechanisms in civil service;
  • Provide methodology for identifying risk-factors for ethical conduct in civil service with a focus on the topics including but not limited to:
    • Position related risk factors such as issuance of permissions, licenses, and the like;
    • Conflict of interest;
    • Balance between public and private interests;
    • Impartiality in decision making process;
  • Develop an ethical risk assessment plan for the Civil Service Bureau, as the ethical behavior coordination authority;
  • Develop an ethical risk assessment plan template for Georgian public institutions;
  • Elaborate Risk assessment questionnaire for Georgian public institutions;
  • Introduce types of administrative measures in cases of ethical misconduct



  • Proven track record of providing expertise in the fields of anti-corruption, conflict of interest, ethics, integrity and accountability in public service for more than 5 years;
  • Expertise in public service legislations of continental Europe;
  • Experience in designing anti-corruption strategies and action plans, setting, implementing and monitoring integrity and ethical standards at public institutions;
  • Excellent communication skills;
  • Excellent writing skills;
  • Fluency in English required;
  • High sense of responsibility and commitment to completing assignments on time.
